Provincial Nominee Programs (PNP)

In order to fill the skilled labour force Canada's provinces and territories can nominate people immigrate to Canada. These candidates possess the required skills, education and work experience to contribute to the economy of that province or territory.

Most provinces and territories in Canada can nominate immigrants through the Provincial Nominee Program (PNP). These immigrants must have the skills, education and work experience to contribute to the economy of that province or territory, and must want to live there.

If you are nominated under a non-Express Entry stream:
You will have to apply through the paper-based process, and if the province or territory finds you eligible and nominates you, you will send an application to Immigration, Refugees and Citizenship Canada (IRCC).

If you are nominated under a province or territory’s Express Entry stream, you must:
a. meet their requirements, and
b. meet the minimum criteria for Express Entry
this includes meeting the requirements of at least one of the immigration programs it covers.

To apply for the PNP you must:
a. apply to a province or territory for a nomination,
b. be nominated by that province or territory, then
c. apply to IRCC to become a permanent resident.

The Alberta PNP or the AINP candidate should get a Nomination Certificate by Alberta prior to presenting a petition. The aspirant has to present a separate submission to the CIC post he gets nomination from the province. The AINP provides permit sanction for the various categories, each boasting of its own sub-categories.

The BC Provincial Nominee Program (BC PNP) is a way for high-demand foreign workers and experienced entrepreneurs to gain permanent residency in British Columbia.
The BC PNP accepts applications under two main immigration streams:

There are many requirements under Canadian Experience Class needs to be cleared by the candidates such as he / she must have 12 months of full time or an equivalent amount in part – time skilled work experience in Canada in the last three years. The CRS (Comprehensive Ranking System) gives you a score from the information in your profile, including your:

• An applicant must prove a minimum proficiency in each of the four language abilities, speaking, listening, reading and writing - Canadian Language Benchmark 7 (CLB 7) level for English in order to qualify for the Federal Skilled Worker Class (FSWC) program.
• For the English language requirement, CLB 7 is equivalent to scoring 6 bands in each of the 4 abilities on the IELTS GENERAL pattern examination.
• The preferential age will be redefined from 18 to 44 bands under the recommended point's criteria. An applicant above 47 years and getting Zero points for age can still file a application, if he/she meets the requirements.
• Minimum experience of at least a year, higher the experience more points the principal applicant can claim under the employment experience factor.
• Educational and professional qualifications
• The principal applicants getting positive assessment of their educational and professional qualifications will be permitted to file the application for permanent resident visa under federal skilled worker category. Professional and related experience credentials will therefore become very important for anybody who wishes to file for a permanent resident visa application under federal skilled worker category.
• Arranged employment
• Adaptability

Based on your profile, you will receive a score and be ranked against other applicants in the pool.
Top candidates will get an Invitation to Apply for permanent residence.
If you receive an invitation, you have 90 days to submit your application.

The Manitoba Provincial Nominee Program (MPNP) is responsible for the selection of economic immigrants according to criteria developed by Manitoba that are consistent with the provisions of the Immigration and Refugee Protection Act and the Canada-Manitoba Immigration Agreement.
Your profile will be placed in a pool with other eligible candidates and you will receive a score based on the answers you provide. We will then rank you using several factors and if you are among the highest-scoring candidates, you may be invited to submit an application to the MPNP.

There are no limits on the number of candidates who can submit and no deadline

Candidate who wants to be considered under the Skilled Worker Overseas stream must score at least 60 points based on five factors in order to be eligible. If you do not have a connection to Manitoba, you are not eligible under this stream, regardless of your point’s total.
1. Applicants whose occupation is classified at National Occupational Classification C or D must, in order to be eligible to apply, have at least CLB 4 in English (or NCLC 4 in French).
2. The preferential age will be redefined from 18 to 49 bands under the recommended point's criteria. An applicant above 49 years and getting Zero points.
3. Work experience points are based on documented proof of full-time employment in the past five years. Only full-time jobs of six months (continuous) or longer are considered.
4. Education Points are based on documented proof of completed education and /or training programs at recognized education institutions. A completed program is one for which you have met all requirements and received a certificate, diploma or degree.
5. Adaptability points are calculated according to documented proof of a strong connection to Manitoba and employability in your assessed occupation, demonstrating that you have the genuine intention and ability to successfully settle and economically establish in Manitoba as a permanent resident. A connection to Manitoba is required of all applicants.
The MPNP for Skilled Workers Overseas nominates applicants who demonstrate an established connection to Manitoba through:
1.the support of family members or friends;
2.through previous education or work experience in the province; or
3.through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.

As an economic program, the NBPNP selects, and nominates, qualified business people and skilled workers from around the world who will live in New Brunswick and contribute to the local economy.
1. You are between 22 and 55 years of age
2. You have sufficient English and, or French language ability to fulfil your job duties.
3. Provincial Nominee Program (PNP) applicants in National Occupation Classification (NOC) Skill Levels C and D must undergo mandatory language testing and achieve a minimum standard of Canadian Language Benchmark (CLB) 4 across all four categories: listening, speaking, reading and writing, prior to obtaining a Provincial nomination certificate.
The International English Language Testing System (IELTS) General Training;
• the Canadian English Language Proficiency Index Program (CELPIP-General); and
• the Test d’Évaluation de Français (to test proficiency in French).
4. You have the education, qualifications and, or licenses needed to fulfil your job duties. You will provide evidence that you have, at a minimum, been awarded a high school diploma for education completed after junior/middle school and before college, university and other formal training.
5. You must demonstrate your genuine intention to settle in New Brunswick.
6. The number of years you have worked in your intended occupation during the last five years.

The Newfoundland and Labrador Provincial Nominee Program (NLPNP) can provide an alternate and quicker entry into Canada.
1. Candidates are required to have, at minimum, a degree, diploma, or certificate that required the completion of at least one year of full-time post-secondary study.
